Server, Civilian & Organization Rules
Introductory
This document constitutes the rules all members must abide by at all times. Violation of these rules can and will result in disciplinary action up-to and including a permanent ban.
By accessing Exzodus Gaming Network servers, be it the ExzodusRP FiveM server, the Exzodus Gaming Network Discord server or any other server operated by Exzodus Gaming Network, you are agreeing that you have read, understand, and agree to abide by the rules within this document.
Any assets created for use by the Exzodus Gaming Network Community, including but not limited to FiveM department discords, documents, lists, images, and other media, are the property of Exzodus Gaming Network. Any unauthorized removal, defacement, or any other alteration thereof will result in a permanent ban.
Access to EGN servers is a privilege, not a right. Accordingly, the EGN staff team reserves the right to remove any member, at any time, for any reason.
One of our biggest policies here is that everyone is welcome and are open to all possibilities. We’re a community for the community and it comes first.
ExzodusRP Server Rules
The following rules apply to the Exzodus Gaming Network FiveM game server: ExzodusRP. The ExzodusRP Staff Team has final say on what does or does not constitute a rule violation.
Rule #1: No RDM/VDM
RDM (Random Deathmatch): Killing or attacking another player without valid in-character justification or roleplay context.
VDM (Vehicle Deathmatch): Using a vehicle to harm or kill other players without valid in-character justification or roleplay context.
Rule #2: No Fail RP, Fear RP, No Metagaming
Fail RP (Fail Roleplay): Engaging in actions that are unrealistic, nonsensical, or break immersion in the roleplay world. Examples include refusing to roleplay injuries after an accident, using in-game mechanics in ways that don't align with your character’s story, or blatantly ignoring server rules.
Fear RP (Fear Roleplay): Failing to show appropriate fear for your character's life in dangerous situations. For example, not surrendering when held at gunpoint or acting recklessly in a hostage scenario. Your character should act as if their life is valuable and react realistically to threats.
Metagaming: Using out-of-character information in-character, which disrupts immersion and fairness. Examples include acting on knowledge gained from streams, Discord chats, or player names above their heads, or referencing events your character could not reasonably know about.
These behaviors undermine the integrity of roleplay and are prohibited.
Rule #3: New Life Rule (NLR)
Death and Reincarnation:
There are 2 stages to character "death". The downed state and the flat back(unconscious) state. Should you be revived during the downed state, your character can remember all events leading up to the situation. Should you reach the unconscious state, you have to respawn or are revived at a hospital, your character will have amnesia and must forget the RP events leading up to the situation prior to returning.
Alternatively, you may opt for permanent death ("perma death") by declaring your character's story has reached its conclusion. This decision is irreversible and requires staff approval to prevent abuse. Perma death will result in character deletion.
Unless opting in for perma death, no character is to be roleplayed as dead or will be considered as dead and removed. Characters may RP as having no pulse on a scene but must regain pulse to be sent to the hospital.
Perma Death Protocol:
To permanently kill another character, you must adhere to the following protocol:
Provide a clear, plausible RP reason (e.g., a significant conflict or storyline conclusion).
Receive consent from the other player involved.
Gain approval from server staff to ensure fairness and adherence to roleplay standards.
Ocean Dumping:
Ocean dumping refers to dumping a player's body in the ocean. Doing this to a player in any state will ensure they forget any/all events the character has ever encountered up to the ocean dump and have no chance at revival as this would typically mean the player is unrecoverable. This is not to be abused or could lead to punishments.
Rule #4: Force RP / Power Gaming
Force RP (Forced Roleplay): Forcing actions or outcomes on another player without their consent or opportunity to respond appropriately in-character. Examples include dictating another character’s reaction or physically restraining them without roleplay or their input (e.g., "ties you up with no chance to resist").
Power Gaming: Exploiting game mechanics, bending roleplay rules, or performing unrealistic actions to gain an unfair advantage in roleplay. Examples include using out-of-character knowledge in-character, performing impossible feats, or disregarding the limits of your character's abilities to "win" scenarios.
Rule #5: One Department
Players may be a member of only one official Law Enforcement department at any one time. The only exception to this is the LAFD and USMS.
Rule #6: Voice Communications
All players must speak English and have a working headset/microphone to play on the server.
Rule #7: Profanity in Text Chat
Players may use profanity in text chat(skybox), however it is to be kept to a minimum. Just as with the Discord, a rule of thumb to remember, although GTA is a 17+ rated game, there are times that minors may be present or some members may be live streaming.
Rule #8: Green Zones
Green Zones are designated safe areas on the map. Violence at these locations is strictly prohibited and will not be tolerated. An exception for this rule: If an RP starts outside of a Greenzone and a player flees and enters a Greenzone for “safety”, the RP can continue with that player. Greenzones are any location that is a Hospital, Police Department, Fire Department or any other Government property such as but not limited to: Courthouse, DMV, City Hall etc.
Rule #9: “Cop Baiting”
Intentionally provoking or engaging in unrealistic actions solely to get the attention of law enforcement and initiate a chase or confrontation. Examples include driving recklessly near police without reason, committing crimes openly in front of officers without in-character justification, or taunting cops without roleplay context.
This behavior disrupts immersive roleplay and is not allowed.
Rule #10: Harassment, Discrimination, Insensitive RP’s
Harassment: Any repeated or unwelcome behavior targeting a player with the intent to annoy, intimidate, or cause distress. This includes excessive trolling, verbal abuse, or targeted in-game actions aimed at making someone uncomfortable.
Discrimination: Any behavior, language, or actions that demean or exclude individuals or groups based on race, gender, religion, sexual orientation, disability, or other protected characteristics. This applies both in-character and out-of-character interactions.
Insensitive RP: Engaging in roleplay scenarios that involve real-world sensitive topics (e.g., terrorism, sexual assault, hate crimes) in a manner that is disrespectful, non-consensual, or fails to consider the impact on others. Such roleplay requires prior approval from involved parties and must align with server rules and guidelines.
These actions are strictly prohibited to maintain a safe, inclusive, and respectful environment for all players. Bans for violations of this rule have no chance at a ban appeal.
Rule #11: Lying, Disrespecting Staff
Disrespecting and/or lying to staff is strictly prohibited. Violation of this rule may result in a permanent ban. Staff volunteer to take their own time to help the community remain as civil, fun and equal as possible. They should always be shown the same respect as everyone else. We understand that some instances can cause distress but do not let this get the best of you and cause you to lash out at those who are there to help.
Rule #12: Spamming
Microphone and/or chat spam is strictly prohibited. This includes in-game chat and RTOs.
Rule #13: No Advertising Other FiveM Servers
Advertising other FiveM servers in game is strictly prohibited. This includes advertising via Direct Message, texts, tweets, and any other means available.
Rule #14: Government Corruption RP
LEO and other government employees may involve themselves in minimal crimes. These crimes could be taking bribes, planting evidence, using drugs etc. However, should the government employee be arrested, legal actions will be taken following a trial by the state. Should the suspected party be found guilty the player and their character will be stripped of all ranks/titles and be barred from ever joining another agency. Should this occur, the player can not rejoin any department for at least 1 month's time. This does mean that a sitting sheriff, commissioner etc; if arrested and convicted, could be removed from his position and the position be given to the next in line. Examples of some crimes that could result in removal with conviction are but not limited to: Felony or misdemeanor convictions for crimes of dishonesty or moral turpitude, crimes of violence, drug related offenses and/or DUI/DWI.
Rule #15: Government Employee Impersonation
Civilians may impersonate a Law Enforcement Officer or other government employee, however they must do so in a way that makes it obvious they are not an official employee. This can be done by using mismatched uniforms, lack of knowledge within the agency being impersonated etc.
Rule #16: Sexual RP, RP as a Minor & Nudity
Use of nude characters, RP, verbal, or written statements in chat that are of an explicit sexual nature, or RP as a minor under the age of 18, is strictly prohibited and will result in a ban. This does not include provocative dancing as one might participate in at a club or party.
Rule #17: Suicide/Real Life Depictions/Disability RP
You may not depict suicide, any real-life person(s) or groups, or real-life events on this server. Furthermore, you may RP having disabilities, but you cannot use them as reasons to do violent RP or depict them in a derogatory manner. There is an exception for the naming of gangs and organizations, however, no events, names of peoples, etc. involved with IRL with these groups may be brought into RP.
Rule #18: State-wide RP
Players can not initiate RP’s that affect the entire map. Examples of this would be weapons of mass destruction, zombie outbreaks etc.
Rule #19: Exploiting
Exploitation of any script, menu, or function on this server is prohibited. This includes use of content not normally available to everyone on this server. DO NOT access or use any content which you do not have normal access to through your server permissions such as staff vehicles, permissioned dept. vehicles etc.
Rule #20: Staff Impersonation
Any player caught impersonating any member or rank of staff will be permanently banned without chance of appeal.
Rule #21: Federal Government and Military RP
Federal agencies and US Military personnel are restricted to Server Staff ONLY.
Rule #22: Protest / Riot RP
Players may RP protests that involve in game matters but are to remain calm and civilized in the event that a riot occurs, players must ensure that the total numbers of rioters isn’t overwhelmingly unfair for law enforcement. Any protest or riot RP that is found to be getting out of hand will be immediately stopped and dispersed. The RP of riots however are prohibited outside of the prison.
Rule #23: Cars not in a menu
If a vehicle that you have saved in a menu is not accessible to everyone as a whole within the Addon Car Menu, F10 SEM Menu or Donator Menu, that vehicle is not to be used under any circumstances unless given access by a developer. These vehicles may be under review, development etc. Using a vehicle that is not accessible from a menu other than vMenu’s Saved Vehicles may result in punishment.
Rule #24: Armored and Weaponized Vehicle
Armored Vehicles: Players are allowed to use armored vehicles for roleplay scenarios, provided they do not exploit their armor for unfair advantages and are used in moderation. These vehicles should be used responsibly and in line with realistic roleplay. Overuse or abuse of armored vehicles may result in restrictions or punishment.
Weaponized Vehicles: While players are permitted to use weaponized type vehicles for aesthetic or transport purposes, the use of the weapons attached to these vehicles is strictly prohibited. All weapons must remain disabled or unused during gameplay, regardless of the situation. Failure to comply will result in disciplinary action.
ExzodusRP Civilian Rules
The following rules apply to all civilians on the Exzodus Gaming Network FiveM game server: ExzodusRP. The ExzodusRP Staff Team has final say on what does or does not constitute a rule violation.
Rule #1: Legit Scenarios
Roleplay situations that are realistic, well-thought-out, and align with the rules and tone of the server. These scenarios should respect the in-character world and the roleplay of others, providing engaging and immersive experiences.
Examples of legit scenarios include:
Planning a heist with a detailed strategy and roleplay interactions.
Negotiating with law enforcement during a standoff.
Creating meaningful character storylines, such as business ventures or personal conflicts.
Avoid overly exaggerated or out-of-place scenarios that disrupt immersion or violate server rules.
Rule #2: Respectful and Mindful
All interactions, both in-character and out-of-character, should maintain a level of respect and mindfulness toward other players. This includes:
Treating others with courtesy, avoiding insults, slurs, or toxic behavior.
Consider how your roleplay actions or words may affect others, especially in sensitive or intense situations.
Being open to communication and resolving conflicts maturely.
Respect and mindfulness are essential to fostering a positive, inclusive roleplay environment.
Rule #3: Cuffed or Tased
If you are cuffed or being tased, RP it correctly and realistically. If you're cuffed, you're not going to be able to reach into pockets, open doors etc. If you’re being tased you’re not going to be able to instantly get up and continue running at a full sprint.
Rule #4: Day to Day Life
Have a normal day to day life for your characters. Emergency services don’t always have to be involved in everything you do. Go fishing, hunting or even chill at an arcade just like you would from time to time in real life.
Rule #5: 911 Calls
When placing 911 calls, be sure to include your postal and a thorough description of your emergency.
Rule #6: Priorities
Do not abuse priorities: If you just created a priority, please wait at least 1 hour before starting another. This allows other players time to have their own enjoyable priority, as well as adds more diversity in calls for emergency services.
No Cops, No Priority: If no law enforcement officers are online, civilians are not allowed to engage in any type of RP that would be considered a priority. The LEO count can be seen at any time by simply opening your scoreboard with the HOME keybind.
Rule #7: GTA Driving
Driving in an unrealistic or non-roleplay manner that disregards the in-character world and physics, such as speeding excessively in crowded areas, ignoring traffic laws, or using vehicles inappropriately (e.g., driving off cliffs, ramming into objects repeatedly, or treating your car like it’s indestructible).
This behavior breaks immersion and is not allowed in serious roleplay settings.
Rule #8: Firearms
In ExzodusRP, we don’t limit players to what kind of firearms they can use based on a “civ tier”(i.e. Pistols, AR’s, Snipers etc.). Always make sure to use all firearms realistically and in a moderate manner. Some don’ts for example would be: Unleashing thousands of rounds of full automatic fire constantly, always hiding and killing people with long range weapons etc.
Rule #9: Costumes
Whilst wearing certain outfits like Bigfoot, Aliens etc. are acceptable, they are to be implied as costumes and not real creatures. If caught roleplaying as a real Bigfoot, Alien or other unrealistic creature rather than a person in a costume, you will be asked to change your appearance immediately.
Rule #10: Vehicle Repairs & Extras
While we do have a menu for vehicle extras that can be accessed at any time for specific vehicle lighting functions, at no time is it to be abused to repair your vehicle outside of a mechanic shop. Intentional vehicle repairs are to be done only at a working mechanic location.
Rule #11: Characters
While having funny character names can be at times a bit of a laugh, you are required to create realistic names and backgrounds for your characters. Give them some history and meaning.
Rule #12: Resolving Unintentional Occurrences
At no time are any players allowed to “22” or disregard an encounter. If it happened, RP it. If there’s bigger issues at hand like a glitch, bug, desync etc. place an admin call and a member of staff will be with you to help you sort the issue out.
Rule #13: Hitman and Militias
Hitman and Militia RP is prohibited at all times.
Rule #14: NPC’s
At no time should someone be randomly killing NPCs. This will still fall under the RDM rule and law enforcement will also enforce laws upon players for all NPC interactions just as if they were a player.
Rule #15: /me, /gme, /ooc
When performing RP scenes, everyone is to provide as much detail as possible into /me’s and /gme’s. At no time is someone allowed to lie in these descriptions. If you committed a crime and forgot gloves and law enforcement searched for prints, you have to provide details on the prints.
Rule #16: RTO
At no time are civilians allowed to be within emergency services RTO channels.
Rule #17: Fleeing from Law Enforcement
When fleeing from law enforcement, be sure to have a valid reason as to why. Your character should have some sort of background to flee such as: a warrant, wanted or were just involved in a crime. Don’t run from the police just because “you have a fast car”. Due to the lack of an inventory system with legitimate items, the excuse of having drugs, weapons etc. will no longer be valid.
Rule #18: Hostages & Kidnapping
Taking hostages and kidnapping are allowed. When kidnapping someone, the kidnapping should not exceed a period of time longer than 30 minutes unless actively engaged in a scenario such as being surrounded by law enforcement, waiting for SWAT to make entry etc. If you have someone kidnapped and no law enforcement are on scene within 30 minutes, the player is to be let go to resume RP as another non kidnapped character.
Rule #19: Full auto weapons and Explosives
Full Auto
No full auto with assault rifles or auto shotgun. Full auto may be used with anything in the smg category and pistol category.
Explosives
Some explosives may be used such as C4 and Pipe Bombs. All other explosive weapons are prohibited and should not be used at all times.
Gang/Organization Rules & Requirements
For the sake of simpler explanation; gangs, crime organizations, MCs, Mafias, Cartels etc. will all be referred to as “organizations” throughout these rules.
Rule #1: Penalizations and Leader Responsibility
Each organization leader is expected to make sure that their members are following server/gang rules. Each time a member breaks a server rule severe enough, a strike will be given to your entire organization. After 2 strikes, your organization will be placed on suspension(see more info here). After 3 strikes your organization will risk being disbanded or incur other punishments. You (as a leader) should only be recruiting trustworthy people, and as such, they are YOUR responsibility, not the members of the staff team.
Rule #2: Roster/Membership
Every organization must have a roster, a link must also be provided to Management+. It is the responsibility of the leader(s) to make sure it is kept up to date. An organization must have a minimum of 1 leader and at least 3 active members not counting the leader. Each Player can only be in ONE organization and only have 1 Character in any organization at any given time.
Rule #3: Wars and Allies
Something crucial within RP must happen between the two parties in order for a war to happen. A poor reason behind a war can lead to staff intervention. Wars must be declared. Your gang/organization must be certified before engaging in wars, beefs, or any other type of war/beef interaction. Organizations are not required to accept wars. However once the organization that declared the war makes the initial attack they must wait for the other organization to retaliate. The other gang has 72 hrs to Retaliate. If retaliation doesn’t happen, the war is over. A war can come to an end if a leader decides the reason for the war has been justified and there is no motive in continuing. If an agreement cant be made a staff member can be consulted. Both sides may introduce 1 ally to join in on the war. Allies must be made known and follow the same rules as the primary group. If allies are brought in it can only be one other organization and not multiple members from multiple organizations. Each side may only have one group allied with them at any one time to keep numbers limited.
Rule #4: Turfs and War
Wars must stay in your turf or on a warring organization’s turf. Random skirmishes are alright out in the city, but full on wars must be fought inside of gang territories. Additionally, LEO/EMS will not be required to continually go into a gang area where shootouts are constant. They will not be a gang’s personal revive bot.
During a war in a territory, group initiation rules are in effect. This means that only one person needs to initiate from each side before firing. This does not mean a free for all with fire fights. Remember, it’s a roleplay server.
Special Considerations:
If someone is wearing your colors/pieces of your specialized look, minding their own business and hanging out somewhere other than your turf, you should NOT engage with them in a negative manner due to the effects this can have, especially on newer players.
You are allowed to press a person if they are intentionally imitating your gang to give you a bad reputation.
If someone uses their own property for any activity, you are not allowed to press them, even if the property is on your turf. The only exception is if they initiate with you first.
If someone approaches your turf dressed as one of your gang members and is antagonizing you, you may engage, but should expect potential push back from your actions.
Rule #5: Death
Upon the death of a character that is a member of an organization, that character is removed from all ranks within their organization regardless of cause of death. This means if the leader of an organization dies in a car accident, that leader is no longer the leader and the position goes to the next in succession. If that member wished to rejoin the organization it must be done with a new character and within RP, not automatically thrown into a position. This goes for all ranks of a group. Use this knowledge to pick your member’s positions wisely.
Organization Suspension Notes:
While we reserve the right to suspend and/or disband your gang at any time, following the guidelines above a gang may be placed on suspension. During this suspension time, your gang is no longer allowed to affiliate with one another on a gang level for a duration of typically 1 week (also subject to a shorter or longer time as determined by the staff team). During suspension, the following applies:
No gang activity of any kind. This includes, but is not limited to, going into enemy turfs, selling drugs as a gang or retaliating as a gang.
No gang colors or representation. Color entails vehicles and clothing and/or face masks. Representation entails gang signs or yelling/tweeting your gang name in any context.
You are allowed to retaliate if another gang attacks you, however we will be watching the actions of the suspended gangs.
Organization Whitelisting Requirements:
Must have at least 3 active members + an active leader
Must have a completed designated Discord
Must be active and show good roleplay for at least 2 weeks
Must have an organization backstory and basic lore
Must have selected a designated color of gang representation.

Ban Appeals
In most cases, if you are banned for a rule violation, you may appeal it by creating a Ban Appeal ticket in the main Discord. To do so, visit the appropriate channel in Discord.
When opening a ban appeal, please keep the following rules in mind:
Players may NOT submit a ban appeal on behalf of a third-party. Opening a ban appeal for a third-party may result in disciplinary action.
Do NOT discuss your ban outside of your ban appeal ticket. This could result in an automatic denial of your appeal. This includes DMing staff about your ban!
Please provide ALL of the information specified at the top of the ticket. Failure to do so could result in delays or a denial of your appeal.
Please do NOT touch any of the ticket controls once the ticket is open. Doing so could result in delays or a denial of your appeal.
Players may NOT open multiple ban appeals for the same ban. Violation of this rule may result in additional disciplinary action, up to and including a permanent ban.
Summary
All rules defined within this document are applicable to all members of this community at all times. Exzodus Gaming Network Staff have final say of what does or does not constitute a rule violation. While the staff team doesn’t wish to remove any member from this community, we do reserve the right to remove any member at any time for any reason. Remember to always treat your fellow community members and the staff team with respect at all times. Being a member of this community is a privilege, not a right - this privilege may be revoked if you pose a risk to this community in any way.
